"1. That this writ application is being filed for quashing the order contained in memo No.
197/Arms Biharsharif dated 14.07.1997 issued by the Collector, Nalanda by which an embargo has been imposed upon purchase of cartridge from five arms shop without permit which is without jurisdiction as well as unknown to the Arms Act thus in violation of Article 21 of the Constitution of India as well as against the right of self defence envisaged in Section 96 to 106 of Indian Penal Code."
In the present case, the petitioner is challenging the order of 1997 and in which the Collector has imposed restriction regulating the purchase of cartridge. As no one appears from the side of the petitioner,
Patna High Court CWJC No.4065 of 1998 (4) dt.16-02-2015 long time has lapsed , this Court is of the view that the present writ application has been rendered infructuous and, accordingly, the same is dismissed.
