After some arguments, Mr. Umesh Kumar Mishra, learned counsel for the petitioner submits that for redressal of the grievance as raised before this Court, the petitioner has also filed a representation before the District Magistrate in the year 2005 (Annexure-3), which is pending consideration and, he seeks permission to withdraw the present writ petition with a liberty to press his representation before the District Magistrate, Siwan.
