Accordingly, it is directed that the petitioner may file a representation before the respondent no. 4 within a period of two weeks from today and the respondent no. 4 shall dispose of the same by a reasoned and speaking order within a period of four weeks thereafter considering the fact that the petitioner is not responsible for non-verification of his certificates, failing which, the concerned authority shall be visited with penal consequences.
