JUSTICE ARUN KUMAR JHA ORAL ORDER 18-06-2026 Learned counsel for the petitioner is directed to make necessary correction in the cause title in regard to respondent nos. 4 and 5 by correcting their district from East Champaran to West Champaran in course of the day.

02. Heard learned counsels for the parties.

The instant writ petition has been filed seeking direction to the authorities to save the life and property of the petitioner and the society, namely Glory of God Place Society and also seeking direction to the authorities to provide protection to the petitioner and the society and further seeking direction to dispose of the representation filed by the petitioner.

Learned counsel for the petitioner submits that the society of the petitioner from time to time organizes meeting but anti social elements disturb the meeting and the Staterespondents/authorities are not providing security to the petitioner and the petitioner and his society are being prevented from exercising their fundamental right.

Learned counsel appearing on behalf of the Staterespondents, however, submits that Annexure-4 of the petition shows the Circle Officer and Officer-in-Charge, Dhanaha, West Champaran have put the petitioner and others on notice that against their prayer meeting, a number of complaints have been received from different parties and persons to stop them from conducting any such meeting as the meetings were held for illegal extortion and for cheating. It has further been stated that the meetings were being organized without permission from competent authorities. Learned counsel further submits that if the petitioner and his organization organizes any meeting in future with due permission from the competent authority, the State-respondents would provide all protection to such meeting, if the meetings are held in lawful manner. The petitioner must apprise the law and order authorities beforehand about holding of such meeting claiming protection.

In the light of aforesaid facts and circumstances and submission made on behalf of the State-respondents, the present petition is disposed of with direction to the petitioner to approach the competent authority before organizing meetings and the respondent authorities are directed to act strictly in accordance with law on receipt of such communication from the petitioner.
