2. The petitioner is dissatisfied because his representation dated 17th of December, 2019 before respondent No. 5/the Registrar, B.R. Ambedkar Bihar University, Muzaffarpur for grant of promotion under the Merit Promotion Scheme and Career Advancement Scheme has not yet been adverted to on a lame pretext that there is an impending change in the Statutes and for that the matter is pending before the Chancellor of the Universities.

3. Under the aforesaid circumstances, this Court directs that if the petitioner files a fresh representation before respondent No. 5/the Registrar, B.R. Ambedkar Bihar University, Muzaffarpur, within a period of three weeks from today, the same shall be adverted to and disposed off by a reasoned order, intimating the petitioner about the outcome of his representation, within a further period of four weeks.
