There is not even clear indication or assertion in the writ application that even if Annexure- 3 was issued on 23.11.1988, the same was implemented or the petitioner was allowed to work in new capacity as a Khalasi. It is a speculative kind of writ application without the necessary facts being available whether the petitioner has worked even as a Khalasi for substantial period of time to bring him within the ambit of the circular which laid down the
