Learned counsel for the petitioner submits that notice under Section 7 was issued to the petitioner under the Bihar and Orissa Public Demands Recovery Act, 1914 (hereinafter referred to as the 'Act') by the authority in question. He claims that he filed objection thereto under Section 9 of the Act.
