JUSTICE MOHIT KUMAR SHAH ORAL ORDER 27-11-2024 The present writ petition has been filed seeking the following reliefs:- "i. For quashing of letter bearing no.3389 dated 19.11.2018, issued by the District Sub-Registrar, Patna addressed to all the Sub-Registrar of Patna district, except Sub-Registrar, Barh, regarding registration of deeds for the land under planning area for the proposed Patna master plan 2031 known as Patna planning area, notified by Urban development and Housing Department, Govt. of Bihar vide notification no. 338UD & HD, Patna

ii. For stay of operation of letter bearing no.3389 dated 19.11.2018, issued by District Sub Registrar, Patna addressed to all the Sub-Registrar of Patna district, except Sub-Registrar, Barh regarding registration of deeds for the land under planning area for the proposed Patna master plan 2031 known as Patna planning area, notified by Urban development and Housing Department, Govt. of Bihar vide notification no.338UD & HD, Patna dated 13.08.2014.

iii. For that the Land Classification Register (Khesra Panji) obtained by the C.O.'s which is neither classified as per the norms of the Government nor approved by the District Valuation Committee, should be quashed and the District Sub- Registrar be directed to stop the valuation on the basis of Land Classification Register (Khesra panji). iv. For that the classification of land for chargeability of stamp duty for the roads other than the notified road list should be stopped and the Registering Authority of Bihar be directed not to value the property as principal road/main road without any notification or approval by the collector. v. For that direction be issued to the registering Authority of Bihar to not apply the M.V.R. against the Indian Stamp Act, 1899 u/s 47 A in the deed."

After some arguments, the learned counsel for the petitioner seeks not to press the present writ petition, however, seeks liberty on behalf of the petitioner to approach the respondent no.3, i.e. the I.G. Registration, Govt. of Bihar, Patna

Patna High Court CWJC No.1363 of 2020(3) dt.27-11-2024 3/3 for redressal of his aforesaid grievances. Liberty, so sought, is granted.

The writ petition stands disposed off.
