2. The petitioner has prayed for a direction to the respondents to release his salary for the period 24.11.2000 to 16.07.2005 while he was in service, but had not joined the place of posting at Sursand in the District of Sitamarhi against which transfer, he was litigating before the Courts of law.

3. It is the case of the petitioner that he was appointed as a Medical Officer in the Department of Health, Govt. of Bihar as a Psychiatrist. He was transferred to Sursand in the District of Sitamarhi in the year 2000, which transfer, as noted above, was challenged before this Court. Ultimately, the petitioner joined his services at the place of posting at Sursand in the District of Sitamarhi on 28.11.2000.

Mr. Shekhar Singh, the learned counsel for the petitioner submits that he has already preferred a representation before the Principal Secretary, Department of Health, Govt. of Bihar, Patna (respondent No. 2) and he would be satisfied with a direction to the Principal Secretary, Department of Health, Govt. of Bihar, Patna to dispose of

5. In order to facilitate the entire process, this Court directs the petitioner to represent before the Principal Secretary, Department of Health, Govt. of Bihar, Patna (respondent No. 2) afresh, detailing the reasons why he ought to be paid for the period 24.11.2000 to 16.07.2005. On receipt of such representation, the same shall be disposed off by the Principal Secretary, Department of Health, Govt. of Bihar, Patna (respondent No. 2) within a further period of four weeks thereafter by a reasoned order.
