The petitioner is holding the post of Junior Engineer and has made a prayer for his promotion to the rank of Assistant Engineer though his junior has been granted the benefit of promotion but, without any rhyme or reason, he has been deprived of the same.

The petitioner has filed several representations for consideration but, the respondents has callously refused to
