JUSTICE RAMESH KUMAR DATTA ORAL ORDER 18-09-2015 Heard learned counsel for the petitioner and learned counsels for the States of Bihar and Jharkhand. The writ application has been filed for payment of arrear of salary for the period from January, 1994 to July, 1998, which was the period of suspension of the petitioner during which he has been paid only 50% subsistence allowance. Learned Counsel for the petitioner submits that as per instructions received by him the bills of the petitioner have finally been passed and are pending before the Treasury, Munger.
