Having regard to the fact that there is no decision one way or the other on the claim of the petitioner, the writ petition is disposed of with direction to the University to take appropriate decision with regard to the claim of the petitioner for promotion on the post of reader under Time Bound Promotion Scheme. If any person junior to the petitioner has been granted such promotion, the petitioner's case may be considered positively within a maximum period of four months
