2. Learned counsel for the petitioner submits that earlier the petitioner had filed writ petition before this Court which was disposed of with a direction to avail his alternative remedy before the authority of Tilka Manjhi Bhagalpur University. Thereafter, petitioner has filed representation before the concerned authority but till date no action has been taken.

3. Considering the facts and circumstances of the case, this writ petition is disposed of with a direction to the

Patna High Court CWJC No.850 of 2022(7) dt.13-02-2025 2/2 petitioner to file fresh representation before the respondent no. 5, the Registrar, Tilka Manjhi Bhagalpur University, Bhagalpur within a period of four weeks from today, the respondent no. 5 shall dispose of the same after affording opportunity of personal hearing or through his counsel by passing a reasoned and a speaking order, in accordance with law, within a period of eight weeks, thereafter.

4. Respondent no. 5 shall be solely liable for noncompliance of this order within the stipulated period.

5. The writ petition stands disposed of on the aforesaid terms.
