It is reported by the learned counsel for the applicant that when the bail application was decided by the learned Sessions Judge, Begusara, the charge-sheet was not filed. It is even apparent from the order dated 11.12.2020 passed by the learned Sessions Judge, Begusarai rejecting the bail application of the applicant. It is reported by the learned counsel for the applicant that the charge-sheet is filed on 13.1.2021. Filing of the charge-sheet itself amounts to change in circumstances and, therefore, the applicant has to approach the learned Sessions Judge first for seeking bail.
