Having regard to the facts and circumstances of the case, I deem it fit and proper to relegate the petitioner to the remedy of filing the representation before the respondent no. 4 i.e. the Vice Chancellor, Tilka Manjhi Bhalgalpur University, Bhagalpur since no decision has been taken yet by the University with regard to notifying the date of promotion of the petitioner as a University Professor.
