JUSTICE ASHWANI KUMAR SINGH ORAL ORDER 23-07-2019 This application under Articles 226 and 227 of the Constitution of India has been filed by the petitioner for directing the respondents to complete investigation and submit charge-sheet in Dumaria P.S. Case No. 39 of 2008. On perusal of the first information report of Dumaria P.S. Case No. 39 of 2008, as contained in Annexure-3 to the present application, I find that one Azizurrahman is the informant of the case. The petitioner is a stranger to the criminal case instituted by Azizurrahman. He has no locus standi in the matter.
