1. The petitioners were holding the post of Prerak under the scheme introduced by the Central Government namely Sakshar Bharat scheme in the State of Bihar. Funds were allocated by the Central Government the scheme was closed in 2018 March and thereafter the petitioner who were working as Preraks are no more working.

2. The learned counsel for the petitioner submits that the petitioners ought to have been adjusted in the new schemes similar to the Sakshar Bharat scheme and ought to have been allowed to work. Learned counsel relies on one observations made in judgment passed in CWJC 12530/2019 Vijay Kumar Das and others Vs. State of Bihar decided by coordinate bench on 4th July 2019. I have considered and also perused the judgment passed by the coordinate bench wherein the Court observed as under:- " Para 9: This Court is afraid, such direction cannot be given to the State Government in the absence of any extension of the scheme or launch of a new scheme.
Para 10: All that this Court can direct is that in case such a scheme is reintroduced by extending its term or launching another scheme of similar nature, the State Government in its Education Department shall consider the candidature of the petitioners because of the experience that they have gained in imparting adult education and removing the illiteracy from the State of Bihar. In that event, it would be open
20/21 for the petitioners to appear before the concerned authorities and request them to give the petitioners weightage for their experience that they have gained and perhaps relaxation of the age requirement if fixed under the scheme.
Para 11: However for the period that the petitioners have worked during the subsistence of the scheme, they are required to paid for the same. Since some of the petitioners have not been paid their honorarium from September 2016, this Court directs such petitioners who have not been paid their honorarium to make a representation before the Director, Mass Education, Education Department, Government of Bihar, Patna (respondent no. 5), who would ensure prompt payment of the honorarium for the period that the petitioners have worked."
3. The said judgment was passed in 2019. Admittedly, even till date no scheme has been introduced .The petitioners who were working as Preraks, were not holding any public post or post under the State Government. Therefore no writ would lie before this Court as the scheme already stands closed way back
21/21 in 2018.
4. In the present case no observations can be made as after 2019 till date no new scheme has been introduced by the Central Government and any observations which would have no result, are not required to be made by this Court. In view thereof, no case for interference is warranted. The writ petition is dismissed.
