The file has been placed before this Court and on perusal of same it appears that no paper is available on record either the writ application or the counter affidavit and in such circumstance, it will not be appropriate and proper to restore the old case of 2003, as it will not be served any purpose rather it will defeat the purpose. In such view of the matter, this application is accordingly dismissed. However, the petitioner if so like may file a fresh application and pursue the matter in accordance with law.
