2. Prima facie, the present M.J.C./Contempt Petition is not maintainable on the ground of delay read with Section 20 of the Contempt of Courts Act, 1971. However, Mr. Chandra Bhushan, Executive Engineer, PHED, Samastipur, who is present in the Court, furnished certain later developments insofar as the implementation of National Rural Drinking Water Programme.

3. In the light of these developments, the present M.J.C./Contempt Petition does not survive for consideration. Accordingly, the present M.J.C./Contempt Petition stands disposed of reserving liberty to the petitioner to file a fresh writ petition, if cause of action accrues afresh.
