1. Heard learned counsels for the parties.

2. By filing the present writ application, the petitioner has prayed for issuance of appropriate order/orders, direction/directions or writ/writs, preferably in the nature of Mandamus, commanding and directing the Respondent authority concerned to B.N. Mandal University to make payment of differential of salary due since 01.01.1996 to 31.12.2000 on account of revised U.G.C. pay which has not

Patna High Court CWJC No.1013 of 2022 dt.20-03-2024 2/3 been paid to the petitioner despite making hectic persuasion for the same by the petitioner although the statement of due differences of revised U.G.C. pay of the petitioner has already been submitted/forwarded by the Principal, Ramesh Jha Mahila College, Saharsa to the Vice-Chancellor of B.N. Mandal University way back on 15.9.2014 itself but the same has not been paid to the petitioner till date without any valid and cogent reason or the reason best known to the Respondent authorities concerned.

3. At the very outset, learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the respondent authorities for redressal of his aforesaid grievance. Liberty, so sought, is granted.

4. The petitioner is directed to file a detailed representation before the Registrar, B.N. Mandal University, Laloo Nagar, Madhepura (respondent no. 5) along with all supporting documents within a period of three weeks and the respondent no.5 is well advised to consider the case of the petitioner after affording opportunity of personal hearing or through his counsel and pass a reasoned and speaking order in accordance with law within eight weeks thereafter.

5. It is made clear that respondent no.5 shall be liable for
