The respondent institution is a constituent college of Lalit Narayan Mithila University, Darbhanga, respondent no. 1. That being so, the Vice Chancellor of the University may look into the grievance of the petitioner with regard to the functioning of the institution in question, as may be permissible under law, and thereafter for rectifying the grievance of the petitioner, on the petitioner's filing a certified copy of this order before the respondent
