JUSTICE ASHWANI KUMAR SINGH ORAL JUDGMENT 05-11-2019 This application under Articles 226 and 227 of the Constitution of India has been filed by the petitioner for directing and commanding the respondent authorities to release the "Hero Honda Splendor Pro" bearing Registration No.BR27D-0232, Chasis No.MBLHA10BFEHJ01058, Engine No.HA10EREHJ30853, which has illegally been seized in connection with Rajgir P. S. Case No.184 of 2018 (GR No.2674/

18) under Section 30(a) of the Bihar Prohibition and Excise Act, 2016.

2. Realizing that the confiscation is a civil proceeding, learned counsel for the petitioner seeks leave to
