3/4 fairly states that petitioner be permitted to take recourse to alternative remedies which are equally efficacious. Liberty, as prayed for, granted.

The petition stands disposed of in the following terms:- (a) Petitioner shall take recourse to alternative remedies which are equally efficacious, within a period of four weeks from today;

(b) We request the appropriate authority/Tribunal to consider and decide the petitioner's application expeditiously and preferably within a period of six months from the date of presentation of a copy of this order before the authority concerned;

(c) The authority concerned shall consider and dispose of the petitioner's applications expeditiously by a reasoned and speaking order;

(d) Needless to add, while considering such representation, principles of natural justice shall be followed and due opportunity of hearing afforded to the parties; (e) We have not expressed any opinion on merits. All issues are left open;
