The present writ application has been filed for a direction to the respondent authorities to dispose of the representation of the petitioner submitted by the petitioner in the year 2009 for issuance of licence for possessing a revolver. It is submitted by learned counsel for the petitioner that the petitioner submitted an application for issuance of arms licence

Patna High Court CWJC No.3859 of 2017(2) dt.24-11-2017 2/3 of revolver in the year 2009 before respondent no.2, the District Magistrate, Sitamarhi. Thereafter, certain documents including the medical certificate in support of health fitness have been submitted. Thereafter, the petitioner submitted several reminders before the District Magistrate, Sitamarhi for issuance of arms licence, but till date neither the representation of the petitioner has been disposed of nor, the arms licence has been issued. Mr. Parth Sarthy, learned GA-4 submits that at present, he is not having any instruction whether the representation of the petitioner has been disposed of or not, but if the same has not been disposed of till date, the same will be disposed of within a time frame.

Having heard the learned counsel for the parties, this court is dismayed to find that the citizen of the State are submitting the application for issuance of arms licence for their security and it is being kept pending for decades.

It is high time that the District Magistrate, Sitamarhi should dispose of the representation of the petitioner submitted in the year 2009, within a period of two months from the date of receipt/production of a copy of this order, in accordance with the provisions of law.

Accordingly, with the above observation and direction, the
