The colleges in question for which the benefit is sought are private self financed institutes and in a public interest writ petition, we cannot issue a mandamus for providing an aid to such an institute. The institutes, if entitled for the aid, should approach the concerned authority and this Court at the instance of the petitioner cannot issue a
