Patna High Court CWJC No.8251 of 2017 dt.25-07-2017 2/3 CORAM: HONOURABLE MR. JUSTICE CHAKRADHARI SHARAN SINGH ORAL JUDGMENT & ORDER Date : 25-07-2017 The petitioners are husband and wife. Both of them are said to have taken admission in Guru Prakash B.Ed. College, Kekodha, in the district of Kaimur, in B.Ed. course for the Session 2015-17. Their grievance is that though they deposited the requisite amount of admission fee, tuition fee and admission fee to the tune of Rs. 1,25,000/-, they have not been issued admit cards to appear for B.Ed. examination, to be held by the Veer Kunwar Singh University, Ara (hereinafter referred to as the 'University').

2. On reading of the pleadings in the writ application, I find that the petitioners have grievance against the private respondent Nos. 7 and 8. They are running the said institution. Since, in substance, the petitioners have grievance against respondent Nos. 7 and 8 and there is no allegation that the University or the other State-respondents have denied the petitioners of any legitimate right, in my view, this writ application cannot be maintained, dispute being there between two private parties.

3. This application is, accordingly, dismissed as

4. The petitioners shall have liberty to take recourse to any provision of law for redressal of their grievances including by way of filing a suit before a Court of competent jurisdiction.
