2. The challenge in this petition is to the order of blacklisting dated 08.09.2015 for an indefinite period.

3. We do not understand the reason for the petitioner to have approached this Court after such a long delay. Nonetheless, the order of blacklisting operates against the petitioner even today.

4. In that view of the matter, we consider it desirable to permit the petitioner to approach the Chief Engineer/Competent Authority within a period of two weeks and seek a modification of the order, making such order of blacklisting limited for a particular period.

5. The Chief Engineer/Competent Authority shall consider the facts of this case and shall pass a reasoned order on such representation, taking into account that the petitioner has remained blacklisted for approximately ten years by now. The Competent Authority shall decide the issue within a period of four weeks from the date of receipt of the representation by the petitioner.
