Father of the petitioner died in harness on 13.2.2013. Thereafter, the petitioner approached the respondent for consideration of her case for compassionate appointment. Learned counsel submits that due to indecisiveness on the part of the respondents till date there is no decision one way or the other.

Considering the idea behind the compassionate appointment i.e. to provide social security to the family of the
