JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 04-04-2018 Heard learned counsel for the petitioner and the counsel appearing on behalf of the State as well as University. This writ petition was filed after service of two advance copies on the counsel appearing on behalf of the University. Even after about approximately two years neither grievance of the petitioner was redressed nor any counter affidavit was filed.

The grievance of the petitioner in the present writ application is non-consideration of his case for grant of promotion under the Career Advancement Scheme approved by Governor's Secretariat dated 29.06.2005.

Learned counsel for the petitioner submits that necessary document was forwarded by the Principal of the College but the University is sitting tight over the matter. The representation filed by the petitioner for redressal of his

Patna High Court CWJC No.6998 of 2016(2) dt.04-04-2018 2/2 grievance has not been addressed by the respondents as yet (Annexure-7) dated 10.11.2014.

The necessary document of the petitioner was forwarded by the Principal of the college to the Registrar, J.P. University but due to indecisiveness of the University the case of the petitioner for promotion to the post of lecturer (selection grade) has not been considered by the respondents. Under the aforesaid facts and circumstances, the writ petition is disposed of with direction to the University to take final decision with regard to the claim of the petitioner with regard to promotion within a maximum period of sixty days from the date of receipt/production of a copy of this order. It is needless to state here that respondent University may also ensure consequential relief to the petitioner on consideration and grant of promotion within a further period of one month from the date of such decision by the University. With the aforesaid, the writ petition stands disposed of.
