2. The office of the Collector, Arwal, had advertised certain posts to be filled up on contractual basis on fixed salary, on 13.10.2012. There were altogether five categories of posts which were advertised, namely, Shorthand Typist, Peon, Driver, Drafstman and Process Peon. A sum of Rs.11,000/- was fixed as honorarium for a person selected for the post of Shorthand Typist, an amount of Rs.8,000/- was fixed for Peon cum Chainman. For driver, the amount was fixed as 10,000/- and for a
Patna High Court CWJC No.2100 of 2020(2) dt.31-01-2020 2/3 Draftsman, the amount was fixed as 10,500/-. Honorarium for Process Peon was fixed at Rs.8,000/-.
3. The appointments were made to strengthen the functioning of Deputy Collector, Land Reforms, Arwal. It is the petitioner's case that the honorarium has been enhanced for Chain-man-cum-Peon to 16,000/- from 8,000/-, for Driver, 17,000/- from 10,000/- and for Draftsman, to 19,000/- from 10,500/-. No enhancement has been allowed in case of Shorthand Typists, for which, the petitioner was selected and was appointed. Alleging discrimination, this writ application has been filed.

My attention has been drawn to a communication dated 19.03.2018 of the District Magistrate, Arwal, addressed to the Secretary, Revenue and Land Reforms Department, Government of Bihar, with a request to consider enhancement of the honorarium in case of Shorthand Typist and Process Peon also, in view of the anomalies arising out of grant of higher honorarium for other posts.
5. Considering the facts and circumstances of the case and the nature of the relief which the petitioner is seeking, this writ application is disposed of with a direction that let a decision be taken by the Additional Chief Secretary, Revenue
Patna High Court CWJC No.2100 of 2020(2) dt.31-01-2020 3/3 and Land Reforms, Government of Bihar, on the request made by the District Magistrate, Arwal, through his communication dated 19.03.2018, within a period of three months from the date of receipt/production of a copy of this order.
