Accordingly, the present writ petition is disposed of with a direction to the appellate authority to dispose of the appeal of the petitioner herein within a period of six weeks from today by a reasoned and speaking order after giving an opportunity of hearing to the petitioner.

The writ petition is disposed of on the aforesaid terms.
