No. 177 of 2012 is staring in their face, though the fact is that the said judgment has been passed without taking into consideration the actual position prevailing in the other districts, wherein the situation is different inasmuch no training had been held since a long time, hence the requirement of considering 45 days experience by way of composite training has been given a go by, and persons have been appointed without following the said requirement, it would be proper that
