The grievance of the petitioner is covered by the judgment of the Apex Court in the case of Mukesh Kumar Vs. State of Bihar & Ors: (2017) 5 SCC 387.

The petitioner has already approached before the respondent by filing representation contained in Annexure-7. In view of the decision of the Apex Court in the case of Mukesh Kumar (Supra), the respondents are required to take final decision on the representation of the petitioner within a
