2. Learned counsel for the petitioner submits that he has filed a representation in the office of the Hon'ble Chancellor of the Universities, Bihar as far back as on 14.07.2008 (Annexure-22 to the writ application) but till date no order has been passed by the office of the Hon'ble Chancellor.

3. In that view of the matter, I direct the petitioner

Patna High Court CWJC No.1729 of 2022(4) dt.25-04-2024 2/2 to file a fresh detailed representation before the Principal Secretary to the Governor-cum-Chancellor, Bihar, Patna (respondent no.3) along with all relevant documents, in support of his claim, within a period of two weeks from today. The Principal Secretary to the Governor-cum-Chancellor, Bihar, Patna (respondent no.3) is directed to consider the case of the petitioner after affording opportunity of personal hearing or through his counsel and pass a reasoned and speaking order in accordance with law within four weeks from the date of receipt of such representation.

4. It is made clear that the Principal Secretary to the Governor-cum-Chancellor, Bihar, Patna (respondent no.3) shall be solely liable for non-compliance of this order within the stipulated period.

5. With the aforesaid direction, this writ application stands disposed of.
