JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 19-02-2020 Learned counsel for the petitioner is permitted to implead the District Programme Officer (Shaksharta), Siwan as party respondent no. 7 during the course of the day. The grievance of the petitioner in the present application is non-payment of honorarium for the period the petitioner has worked. Taking work and denying salary amounts to begaari which is prohibited under Article 23 of the Constitution.

Considering the aforesaid, the writ petition is disposed of with the direction to the District Programme Officer (Shaksharta), Siwan to verify the record and if it is found that

Necessary decision in this regard must be taken by the respondents within a maximum period of 60 days from the date of receipt/production of a copy of this order.
