2. The present writ petition has been filed directing the respondent to grant 1st ACP to the petitioner with effect from 09.08.1999.

3. Learned counsel for the petitioner submits that for the grant of ACP the petitioner has filed his representation before the authority concerned, but no decision has been taken by the concerned authority.

4. Learned counsel for the State submits that counter affidavit has also not been filed in spite of the fact that letter has been communicated to the State officials in this regard. Counsel for the State submits that the petitioner ought to have filed representation before the I.G. Headquarters, Bihar, Patna, but the petitioner has filed his representation before the D.G.P., Bihar.

In the present facts and circumstances, this writ petition is disposed of directing the petitioner to file fresh representation before the Inspector General of Police, Headquarter, Bihar, Patna, for the grievances alleged in the present case in light of Bihar Government Servant Grievance Redressal Rules, 2019 within 30 days along with a copy of the order passed by this Court and respondent No.3 is directed to pass a reasoned and speaking order on the representation filed by the petitioner within 90 days thereafter. Since election has been notified, therefore, 90 days period shall be counted from the date of end of election.
