The impugned order is of the year 2016 and the same has been challenged in the year 2019.

In view of the above, this application is dismissed on the ground of delay and latches only. It is made clear that this Court has not applied its mind on the merits of the case. The trial Judge is directed to conclude the trial of the petitioner within six months from today and send a compliance report to this Court after six months.
