We have perused the order of the learned Single Judge dated 09.03.2016. The ball is in the court of the State. It was left to the High Power Committee to take a decision about the entitlement of the private respondent. If they have not taken a decision so far, then they cannot take a plea that the direction of the learned Single Judge is erroneous
