Learned counsel for the petitioner submits that the issue raised in the present writ application is squarely covered by the judgment dated 20.12.2018 passed in CWJC No.17948 of 2015 (Sri Niwas Sinha "Bhushan" Vs The State of Bihar & others).

In order to maintain consistency, the writ application is also disposed of in similar terms of the judgment dated 20.12.2018 passed in CWJC No.17948 of 2015 (Sri Niwas
