In this case, limited grievance has been made that the petitioner has been assigned certain works to be carried out, which he has done, but the payment has not been made. 3.
The petitioner was allotted the work for installation/replacement of single phase and three phase meters in the premises of unmetered consumers and consumers with defective/burnt meters in electric supply circle, PESU, Muzaffarpur and Nalanda. As per the petitioner, he has carried out the work and submitted the bill, but he has not been paid the same. 4.
Whereas, learned counsel for the Bihar State Power (Holding) Company submits that he has received the instruction that till date the petitioner has not submitted the bill, so the question of payment does not arise.

In such view of the matter, let the petitioner first submit his bill, if not already submitted, within a period of three weeks from today. If such bill is submitted, the Chief Engineer, North Bihar Power Distribution Company Limited and Chief Engineer, North Bihar Power Distribution Company Limited will examine the claim of the petitioner and if they arrive to a conclusion in favour of the petitioner, then admitted dues will be paid to the petitioner without
Patna High Court CWJC No.3791 of 2017 dt.10-08-2017 3/3 unnecessary delay. If they do not find favour with the petitioner, in such circumstance, they will give proper hearing to the petitioner and pass reasoned order.

With the aforesaid observations and directions, this writ application is disposed of.
