It is contended on behalf of the petitioner that despite an application for grant of licence for DBBL Gun having been filed in the year 2014 itself and further Officer In charge of the concerned Police Station already having recommended for grant of licence, the matter has been kept pending by the licensing authority. Accordingly, this writ application is being disposed of with a direction to the District Magistrate - cum - licensing authority, Saharsa to take a decision in the matter of the petitioner on its own
