The petitioner has made submission with reference to supplementary affidavit that he has submitted application for confirmation and absorption as he was appointed as Shikchha Mitra and other submissions have also been advanced for consideration. In view of the judgment of a Full Bench passed in Kalpana Kumari case the issue of Shikchha Mitra is now a closed chapter and cannot be reopened.

Patna High Court CWJC No.10647 of 2016 (2) dt.23-04-2018 In view of the above, no indulgence can be granted to the petitioner.
