The grievance of the petitioner in this writ petition is that the respondents are not granting "No Objection Certificate". Learned counsel for the petitioner further submitted that the petitioner has already completed construction and respondents are under obligation to issue "No Objection Certificate". With reference to Annexures-5, 10 and 13 he submitted that the representation addressed to the District Education Officer, Katihar and the District Programme Coordinator, Katihar in this regard is still pending.

Patna High Court CWJC No.14317 of 2017(2) dt.24-02-2020 2/2 Considering the fact that the representation for issuance of No Objection Certificate is still pending. The writ petition is disposed of with direction to the respondent District Education Officer and the District Programme Officer to take appropriate decision on consideration of the fact that the construction has already been completed by the petitioner. Necessary decision in this regard must be taken within a maximum period of three months from the date of receipt/production of this order and issue No Objection Certificate if there is nothing to be recovered from the petitioner.

With the aforesaid, this writ petition stands disposed of.
