JUSTICE SUDHIR SINGH ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date: 24-04-2017 The petitioner has filed this petition pro bono and the grievance of the petitioner is that many coaching institutes in the district of Kaimur are functioning contrary to the provisions of the Bihar Coaching Institute Act, 2010.

It is alleged that the registration of these institutes have not been obtained and in violation of the aforesaid statute the coaching institutes are functioning. Except for filing a letter dated 20.04.2010, issued by the Principal Secretary, Human Resources Department, to various District Magistrates to take action against the institutes which are not registered and making a vague allegation that no action has been taken, the petitioner has filed this writ petition. The petitioner has not indicated as to which institutes are functioning contrary to the requirement of the law. How this knowledge has been acquired by the petitioner and what is the basis for making such an allegation. Based on averments made in the writ petition which are lacking in specific details, we are not inclined to interfere into the matter.

Patna High Court CWJC No.11970 of 2016 dt.24-04-2017 3/3 District Magistrate shall proceed to take action in accordance with law.

The manner in which the petition has been filed we are not inclined to go into the matter. The petitioner may take up the issue before the statutory authority in accordance with law. With the aforesaid liberty to the petitioner, we see no reason to make any further indulgence into the matter. The petition is dismissed.
