Learned counsel for the petitioner would submit that this petition may be disposed of giving liberty to the petitioner to make a fresh representation before the concerned respondent, raising all grounds which he raised in this writ petition and in turn the concerned respondent may also be directed to consider and decide the same and pass the order within a stipulated time fixed by this Court.

Considering the submissions put forth by both the counsels, the petition is disposed of giving liberty to the petitioner to make a fresh representation raising all grounds which he raised in this writ petition before the competent authority within two weeks from today and in turn, the concerned respondent is also directed to consider and decide the same and pass the reasoned order according to relevant rules and law as early possible probably within three weeks from the submission of such representation.
