Writ is disposed off with an observation that the respondents cannot withhold gratuity of the petitioner because he is in accommodation of a Government quarter. No law permits withholding of gratuity for such reason. There are other ways and means of recovering the rental and whatever it is. Let the respondents release the gratuity in favour of the petitioner forthwith, if not already released.
