The petitioner is aggrieved by the fact that despite her having made a complaint against the appointment of private respondent no. 7 on the post of Aanganwari Sewika in Centre No. 76, the aforesaid complaint has not yet been taken up for consideration or disposed of by the District Programme Officer, Begusarai.

3. It is the case of the petitioner that she was ranked second in the merit list and the private respondent no. 7 who was ranked first in the merit list had obtained the appointment by furnishing incorrect details regarding her educational qualification and her date of birth.

Without going into the merits of the claim of the petitioner to be appointed on the post of Aanganwari Sewika, this Court is absolutely unhappy with the manner in which the complaint of the petitioner has been dealt with by the District Programme Officer, Begusarai. The complaint in that regard has been filed a year ago i.e. on 19.02.2018 but the District Programme Officer, Begusarai who is primarily entrusted with this work has chosen to sit tight over the matter and not respond.

This Court initially had a mind of asking the superior authority to initiate proceedings against the District Programme Officer, Begusarai but only on the insistence of Ms. Kumari Amrita, learned GP-3, this Court only directs the District Programme Officer, Begusarai to dispose of the complaint of the petitioner, as early as possible, preferably within a period of thirty days of the production/receipt of a copy of this order. It is also made clear that any order by the District Programme Officer, Begusarai shall be passed only after hearing the parties i.e.

6. With the aforesaid direction/observation, the writ petition is disposed of.
