The very fact that the petitioner has adventurously endeavored to question the order dated 26.5.2003 of the State Government whereby he has been visited with the imposition of three minor punishment including restricting his pay and allowances to the subsistence allowance, censure and stoppage of two increments with non cumulative effect and that a representation against such punishment was rejected as back as on 7.10.2004 and the petitioner has slept for all the past 12 years to rise from a deep slumber in 2016, I am not persuaded to grant any kind of indulgence despite the

The writ petition suffers from gross laches and excessive delay and is accordingly disposed of.
