The issue has been considered by respondent No. 7 under order dated 3.9.2019. The order clearly specifies that the initial scale of the petitioner was Rs. 205-226/-. The petitioner was thereafter promoted from Jeep Driver to Engine Driver on 31.8.1976 and placed in the scale of Rs. 240-300/-. By communication dated 8.3.1983 petitioner thereafter was granted the time bound promotion in the scale of Rs. 580-620/-. It is different matter that the authorities are now stating that the same was granted six years two months and seven days earlier than the same was due to him. The petitioner apparently has already got second time bound promotion. Therefore, the claim raised in the instant writ proceeding for grant of second time bound promotion appears to be misconceived. Should the petitioner be entitled to any other benefits
