JUSTICE HEMANT KUMAR SRIVASTAVA ORAL ORDER 03.08.2016 Perused the report of the learned Sessions Judge, Muzaffarpur which goes to show that trial court took steps to procure the attendance of the prosecution witnesses but in spite of issuance of non-bailable warrant of arrest against the prosecution witnesses, prosecution failed to produce its witnesses.

Therefore, it appears that there is no laches on the part of the concerned court.
